leadership failure being the main one ...
Broward County is one place in Florida that has stuck in my mind for several years for another reason
the home of the hanging chads ...
it may be unfair but it seems to me there is a lot of leadership mismanagement there in general ..
pity
the citizenry deserve better
they, as individuals, seem to do better than those in charge
